    Join South Central Texas CMAA as we welcome Martin Rodin, PE, the Director of the Texas Department of Transportation's Professional Engineering Procurement Services (PEPS) Division.

    The PEPS Division is responsible for procuring engineering, architectural and surveying services for transportation projects through professional services contracts. The division also manages the agency’s consultant budget, identifying transportation projects that require additional resources.

    Martin will provide us with an overview of PEPS as well as information regarding PEPS procurement, upcoming work, etc.

    About the Speaker

    Martin began his TxDOT career in 1985 starting as an Engineering Assistant in the TxDOT Dallas District Bridge Design Group under Vann McElroy. He continued his TxDOT career by moving to the TxDOT Amarillo District in 1987 and becoming District Bridge Engineer in 1989. Martin went on to become District Design Engineer in 1990 and Director of TP&D for Amarillo in 1994.

    Martin moved into engineering consulting in 1997 with the opening of an office for TSC Engineering in Amarillo. Since then he has gone on to serve as Regional Director of Transportation and Vice President of Transportation for multiple engineering companies in Texas including LOPEZGARCIA GROUP, URS and CobbFendley. Martin has extensive experience managing civil engineering and transportation programs and is an award-winning design engineer. He has completed PS&E for over 200 projects throughout Texas.

    Significant accomplishments within his career include developing complete PS&E for the Seguin RR Underpass in New Braunfels, the Cow Bayou Swing Bridge Rehabilitation in Beaumont and the Sargent Moveable Bridge Rehabilitation for TxDOT Yoakum.  Martin also served as the PM for the Harbor Bridge project in Corpus Christi and successfully accelerated the Schematic, EIS and Public Involvement by over a year ahead of schedule so that the project could go design-build in 2015.

    Martin served as City Engineer for three years in Amarillo and completed five joint projects with TxDOT District Engineer, Howard Holland, including the Grand Street Overpass at BNSF RR and 3rd Avenue. This project was completely designed from Schematic to full PS&E and cleared environmentally all in 10 months in order to leverage ARRA Stimulus Funds that the Amarillo District and City of Amarillo were awarded by the Texas Transportation Commission.

    Martin has received peer recognition with awards such as TxDOT-AGC of Texas Excellence in Transportation Design Award, Young Engineer of the Year and Engineer of the Year through the Texas Society of Professional Engineers, Amarillo ISD Volunteer of the Year and Texas Tech Academy of Civil, Environmental and Construction Engineers.

    Martin holds a master's degree in Business Administration from West Texas A&M University and a bachelor’s degree in Civil Engineering from Texas Tech University.
